for debian(and for any thing which runs on apt) there is apt-mirror. It should do fine. Automatic update can be set up and using some demon scripts configuration can be done(i have tried it once and will work perfectly fine if you have enough space and pretty good bandwidth to download first time). You can also make use of DVDs and then update mirror i think.
Yum based distros(fedora) should also have some way(i haven't tried actually).
