Hi,

@ Junise: Can you specify the source of the fax (file or scanner ?)
and the modem used (modem in system, or modem in printer/fax
machine ?) ?

Since you were able to send fax using HP s/w, you may be interested
in this description of the Gnu/Linux "HP Linux Printing and Imaging
System" (HPLIP) s/w:

"The HP Linux Printing and Imaging System provides full support for
printing on most HP SFP (single function peripheral) inkjets and many
LaserJets, and for scanning, sending faxes and for photo-card access
on most HP MFP (multi-function peripheral) printers. "

There is a package called "hplip-gui" which seems to have the
ability to control fax. Its description and screenshots suggest this.
It is not installed by default. You may want to give that a try as
well.
