There is nothing wrong in using FSF India's offer. we , FSUG-
Bangalore using mailman.
Also we hosted our wiki at  http://bangalore.gnu.org.in
Earlier we were using a list provided by DeepRoot Linux

Since FSUG TVM have a website already, i suggest to go for the
possibility of installing a mailman in it before  opting any other
option

Also I feel FSUG TVM need a wiki immediately (drupal fans please
excuse)  for documenting its work & actions Collectively . In my
knowledge fsug-tvm.org is already booked by anoop john during FSFS
