No, I had the same problem when I first installed Ubuntu. It would remain
stuck at 95%. After a few 'reinstalls'  I realised that Ubuntu was
downloading updates from the servers and since my net connection was very
slow it took a long time for downloading them which made it seem like it was
stuck.
