There is truth in what Sulochana said. CDAC is expected to generate a certain percentage of the money they receive as grant from the government. I think it is 30% or more. This is a serious restriction on their work. In a way they are prevented, for instance, from doing basic research and development that may lead to something useful eventually. They have to undertake R & D work for industries. Moreover, the Government of India has not yet recognised that the kind of work that we are demanding to be released under a Free licence deserves to be made free. So we cannot blame them. But we can try and convince them of this need. And we need to work at the national level to get the government to adopt a policy that will allow such work to be released under free licences.
