In Arch, you could just add kdm to the DAEMONS array in /etc/rc.conf so that KDE will startup everytime, you boot in. You must be a root user to access it.
But in Ubuntu, I don't think, there is a centralised configuration file. It is more distributed a thing. Why can't you try startx or xinit in console? -- "Freedom is the only law".
