sources.lst is the file that should contain the list of repositories added to your system. If its empty, that means your system don't have any repo to install packages from. But I think by default atleast the debian.cd-rom should be there, so its seems to be something wrong with installation. You can add custom repos (or cd-rom repos) as you wish...
