Package management in GNU/Linux is a little different from windows based O.S. Basically all the distros share the common source code, but builds are different. All the generic executables binaries are also the same. Packages are used in GNU/Linux for providing better security and stability. Debian based systems uses 'debian package mangement system' which packs programs in .deb archives. Similarly Redhat based distributions uses 'Redhat package manager' packs in .rpm files. And there is architecture depended builds also (like x64, powerpc etc). If you need to install softwares on a system without Internet connection, you have to resolve the dependencies. If a packge is independent (static) you can just install it using package manager based on the distribution. If its ubuntu or ubuntu based distro, you can use 'aptoncd' alternatively. I don't know if similar softwares exists on Redhat based distros. Slackware and childs does not use a package mangement system at all. You have to manually fix the dependencies.
