If i get you rightly, you are tring to share 512kbps within your Campus and
limit the usage depending on the respective depts usage.
Then you can make use of traffic / packet shaping features of linux.
Traffic shaping can give you:

   - Granular control of network services
   - More efficient use of limited/shared resources
   - Guaranteed quality of service
