Are you sure your DVD was downloaded/burned correctly? Compare the SHA256 checksum of the ISO image file you downloaded with that given on Fedora website. On Linux, you can use sha256sum command, and on Windows, you can use HashCalc (http://www.slavasoft.com/hashcalc/index.htm).

And, see if 'media check' (or something similar) is offered in the DVD boot options. If available, that will check the integrity of the disk.
