LFY (Linux for you) magazine is a good platform.they are advertisning LUGs for most states and districts in all issues.Not sure how active the LUGs are. I hope some day IlugTvm would initiate something broader in services and reach.
Its not very easy to Hijack a movement which uses internet as medium for communication. Environmental and Social reform aggregations were easily hijacked as resource consuming physical structures/provisions for communication platforms nad power hierarchies in the field were hijacked, blocking entry to voices different from the 'intended'. As soon as an internet based communication platform is hijacked, Participants reorganises in minutes.No strenous job of setting up a new physical platform. Too much organisations could be a problem.. :) ..to the hijackers as well.
