Yes, there are many non developers. But it is not as easy as you make it to be. There is a steep learning curve and added to that the way we have been taught, it is difficult to do things on their own. I would like to think of catalysts in a chemical reaction. In the absence of a catalyst the activation energy is so high that the molecules cannot pass the threshold (in spite of it being so high some of them do pass anyways). A catalyst lowers the activation energy and enables much more molecules to pass the threshold. That is one reason I think Google Summer of Code is very important. Because every selected student is assigned a mentor (who plays the role of a catalyst).
