Debian is a not for profit organisation run by volunteers where as
Ubuntu is a Canonical, a for-profit company, sponsored project.

It is attractive for patent holders to file cases against entities
where they can get some money. I think Novell and Mandriva pay license
fees for the codecs to include them, Red Hat and Ubuntu chose not to
ship them.
