Both. It is true that our esteemed journalists in mainstream media doesn't know anything when it comes to technology. Remember, sometimes ago one of them have reported that Kerala Government website is running only on MySQL. We cannot demand that everyone should be knowledgeable about IT. But at least they should have asked their friends before posting such stupid "facts". Their only objective is to sensationalise the news, but in this case I think it's about defacing the government and they need some reason. There may be other vested interests too, especially when the central government wants to separate power production/supply from direct government control.
