What exactly does it do?

The 'install' executable contains the following text:
"Timed Downloader is a scheduled downloading
    program.It can wake-up downloading softwares
    like uget,kget,etc.In this program,user can wake
    up any downloader by entering terminal command
    for that particular downloader."

So, is this a replacement for cron? By the description, it seems the program 'Timed Downloader' is not a 'downloader' by itself, but a tool to 'wake' other downloading 'softwares' up. It says "user can wake up any downloader by entering terminal command for that particular downloader". I'm confused. Does this mean I can start kget by typing some command in this application?

If you're a friend of the developer, please ask him to post some minimal documentation on the utility of this software without needing people to blindly install a bunch of binaries! And being a free software group, do advise him to post the source code.
