Ershad, I suggest using Chakra, a distro based off Arch. It is indeed possible to download entire packages - you can simply copy the cache from an existing Arch and install a new system. But since it is a rolling release system, updating via a broadband connection is preferred even for a first install. You should go through the Official Arch Linux install guide and pacman entry in arch wiki.
