You are right but not 100% the reality is that on an average 75% is downloaded ,so for argument sake 25% saved.... actually we showcased the fact not to say KPSC is environment friendly. Just to spread the message that huge public money can be saved by online services and FOSS. The Application was developed inhouse on LAMP and Jasper.
