Confirm whether your webcam is working in other applications(cheese,
empathy, etc..). If it's not working, then try the solution given
here: http://ask.fedoraproject.org/question/1607/webcam-freezes-fedora-16#3231.

If the webcam works in Cheese/Empathy, then it could be a Skype issue.
