We(http://www.meetup.com/EmiratesLoCo) also meet regularly, no matter the strength. Some times they are only 3 people, even then we have the montly meetup. In a way now it has become a norm. Conducting regular montly meetup has its advantage, new comers can be advised to pop in at the given date and time, to meet mentors.
