Hello, Hope no external devices like usb or hard disk connected to your laptop when this happens. You can see which process is taking up resources causing the lag after suspend/resume. Mate desktop has a system monitor at Applications > System tools > Mate system monitor where you can see tabs for processes and memory. This is equivalent to `top -c` command on terminal.
This could be an issue with kernel and there is a good chance that updating kernel to a higher release will solve it. Similar issues are reported and one here at http://forums.linuxmint.com/viewtopic.php?f=49&t=196033.
