I would hire someone who has mastered the theory and fundamentals
at a university and then focused his/her own effort in adapting and
applying that knowledge in the real world.

In short, you need both the university degree as well as ones own
effort.

Wikipedia is not even a substitute for text books, let alone a CS degree.
