I dunno. Perhaps there is some terminology confusion.

I am sure perl CGI uses the same concept that I mentioned above and it
uses mod_perl.

I dunno about mod_python and php.

The idea is that the Apache server serves HTTP requests after active
processing by a combination of backends.
