Is your modem is an usb modem? Which version of Ubuntu you are using? Check with pidgin or any application other than firefox. There is one bug in Ubuntu 8.04, firefox will show "working offline" even you are connected with internet (https://bugs.launchpad.net/ubuntu/+source/network-manager/+bug/191889). Did you check with 'ping www.google.co.in'?
