How do you know that the 'other' PC is not using a static IP?

If this is the case then this is some new kind DOS attack targetted at
linux machines by infecting windows machine :-) !! More plausibily,
when linux encounters an address conflict it shuts up but when you are
on windows it ignores the conflict and is chatty as usual!

Really, I think you should change ISP!
