Q1: Why have they not invited or even informed many who have done a
lot of the work for localisation of GNU/Linux to Tamil?

I don't think custom distributions or even new distributions are wrong
per-se. Creating a re-branded localised distributions _can_ help to
promote FOSS ideas _and_ give local people a resource to reach out to
when they need help.
However, it is important to realise that creating a new distribution
means more than creating a CD --- the creators should be giving it
long-term support. This should not be the "foundation stone" phenomena
in the virtual world :-(.
On a separate note I am surprised to see The Hindu involved in the
promotion of Free Software. Their "Special Correspondent" on computers
and communication is Anand Parthasarathy is a major FUD spreader whose
connection to ICE is via "oh-so-cool-gizmos".
