Several possiblities 1) a windows firewall block. I dont know how to configure a filter for this. The easiest way is to turn off windows firewall and try. (turn on before you connect to internet) 2) Windows is configured to drop incoming ICMP requests. You have to find out where this setting is, and turn off this "feature". 3) Windows is misbehaving.
