Sir,
1. check telnet rpm package is installed or not. Because in RHEL 5,
telnet is not installed by default.
2. ssh service is more secure than telnet.
3. If you are trying to connect your server from Windows machine, you
can use free tools ' putty' or 'WinSCP'
