I think the tone of this article is a little wonky. As far as I know *all* 
foss software is internationalised at the outset nowadays. Most projects will 
not accept code that does not have i18n. The problem is not with the 
Americans, it is with us - we just dont have enough translators. Even wildly 
popular software like drupal lacks translations. And localisation efforts 
also lag behind - which is why I made this post. And it doesnt help when 
there are people running around denigrating this activity also.
