Changing group settings for the users may help you to solve the problem.
I usually create normal users with all the groups except admin, lpadmin.

Here is the group setting of a normal user in Ubuntu who can access any
external devices.

mokka adm dialout fax cdrom floppy tape audio dip video plugdev scanner
fuse netdev sambashare
