Quoting from the "Overview" document at Fedora Project. Our Method Fedora is a center for innovation in free and open source software, and creates a community where developers and free software and open source enthusiasts come together to advance the ecosystem for the benefit of everybody. It says developers *and* enthusiasts. My translation of this is that those who write the code and those who help to debug it by using it. I put these under the "umbrella" term of developers which was wrong.
