There is no clear cut answer.  It depends on your requirements - you 
*must* define your needs and then go look for the solution that meets 
your requirements.

openVZ if you want to run several Linux based VMs.  KVM/Xen if you want 
VMs with other "unmodified" OSs as well.  For a comparison of openVZ
