1. At what time, you run this testing? 2. If possible, try at 1AM - 3AM. 3. Did they commit any min or avg data rate? AFAIK, 3.1MBps is the total capacity of the base station. If you are the only one subscriber in the base station, then you MAY get ~3MBps. But normally the base station bandwidth is shared by many subscribers. So getting 3MBps is only a dream.
