openerp (formerly known as tinyerp) has complete accounting and erp also. There are many people in India working on customising it for India and it is in use in many places in India. Gnukhata is a local initiative, but is not fully usable at present. AVSAP is purely financial accounting - does not have the complete features you want. If you want something ready to go, openerp is your best bet.
