If you _can_ resume, then the problem is to do with specific hardware peripherals. In most cases, the problem is with video hardware, so if that is working for you then you are almost done. If not, then be prepared to spend a lot of time with problem --- start by suspending/resuming with X. Some wireless card drivers need to be unloaded before suspend and re-loaded after resume. I don't know if network manager can handle such a situation and may be crashing as a consequence. This is one reason why getting a laptop which has a pre-installed GNU/Linux with all features working is a good idea. It means that you _know_ that it all "Just Works". Doesn't Dell offer Ubuntu pre-installed on the Inspiron series?
