I know experts in mechanical engineering who came from Ph.D.'s in different subjects like Physics. The main problem is not what people's background is but what their interests are. Often people become jaded with time and lose interest. At this point some "convention" or "policy" which was written years ago seems more important to them than teaching or studying or following one's interests. One of the strongest proponents of proprietary software that I know is considered by some to be the grand-daddy of computer science in the country.
