Hi Narendra,

Here are the simple steps to start
1) Seek the permission from your HOD. This is needed when in future you need
space for conducting the meetings or to request spare computers for
demonstrations.
2) Find out the people(students or teachers) who are really interested in
FOSS (philosophically attached would be great).
3) Setup an online groups, like Yahoo groups, google groups.
4) Let other departments know about the group. Explain them the benefits of
FOSS and the tools available. Invite their staff for the meetings.
5) Gather few students from every department.
6) Conduct regular meetings/events.
7) Invite FOSS advocates/experts from other colleges. You will find a lot in
ILUGC.
8) If you are in final year, find out some one (junior) who can really take
forward the group in future. Nurture them.

Last but not least. Keep the group live and kicking. Starting the group is
not a thing, holding the spirits of the group is.
