In short: 1. Install and run vsftpd on the repo server. 2. You need to copy the repository files to /var/ftp/pub on the repo server, as per Fedora repository directory structure. 3. Add the Fedora-11-offline.repo file to your client machines, install Fedora-GPG RPMs. Please see this for a start: http://wiki.dgplug.org/index.php/Fedora_offline_repo_setup I will be in Chennai this weekend, and if anyone needs the Fedora (10, 11) offline repository, please let me know offline.
