Login to your internet/DSL router and ping an external IP (4.2.2.2, yahoo.com, your ISP gateway, etc) continuously and check for drops. If you get any ping drops then your ISP link has a problem, screenshot it and send it to your ISP tech support. Note that some machines on the internet block or rate limit ICMP packets (eg. google.com), so even if you are losing ping packets, your internet connection would still be working just fine. Are any of your services (browsing, mail, voip) getting affected? ICMP may also be dropped in case of network congestion.
