Normally ISP will try to avoid NAT at BRAS. Bcoz, 1st: NAT is resource consuming task, due to need of packet level processing. 2nd: To answer Legal and security issues, like threat mail, ISP should maintain packet level logs for all the subscribers for nearly 6 months.
