Is there any such software in Windows?

You don't want the voice part? Then karoke is the only solution.

$ mplayer -af karaoke foo.mp3

What you are trying to do is similar to separating milk and water.

Or separating colors after mixing them with water.

Usually in professional audio recordings 16 tracks or more are
employed. And if you
maintain the separate tracks then you can get rid of the voice track.

But in an mp3 file, there is only one track.
