It is best to run your local NTP server which derives it's clock 
reference from a well known external NTP server [1]. To the best of my 
knowledge the NTP servers from [1] are good enough for us mortals.

Although /etc/services lists ntp for both udp and ntp, to the best of my 
knowledge it runs on udp.  On the issue of accuracy, it is better than 
relying on the local CMOS clock as a reference!  I am satisfied if my 
laptop/desktop clock is accurate to within a second of it's external NTP 
reference.
