Looks like your modem is stuck to CDMA 1x mode. On my Windows laptop, I get 3 options: 1. CDMA 1x 2. Hybrid 3. HSD By default the modem is set to Hybrid mode where it will work at 3.1Mb/s if the current area has a high speed network infrastructure. If you are out of coverage area, the modem will automatically downgrade to CDMA 1x. If you're modem is stuck on CDMA 1x setting in Linux, then you'll always get <100kbps regardless of your location. Not sure how to change the setting in Ubuntu. The Windows Netconnect utility provides an easy way to change this setting.
