Suggest you use something like Google SMS Channels or Twitter:

You can post using the web api and subscribed users can receive
the messages via sms. Supports multiple languages, bulk sms, etc.
Twitter has resumed sending SMS updates to Indian cell phones.
If you want to do everything yourself, then take a look at Katik:

Katik runs entirely out of a Symbian 60 phone, no computer needed.
