LTSP setup few advantage
a. As suggested by Basker go for ATOM processor based cpu. A full set can
be assembled at about Rs.10-12K (inclusive of monitor+kbd+mouse). This
avoids vendor lockin. If required can be used as regular system by
   addition of hard disk.
b. Existing P-IV systems can be used throwing away hdd,cd-rom etc. This
will reduce the cost further down.

Disadvantage
Generally all consumers want service/warranty support from the supplier
themselves, they prefer large corporates over smaller ones.

The thinclients available from HCL and others are very costly. LTSP is
economical only with assembled sets or old PC's.
