In Ubuntu, the first user is root for all practical purposes. Any privileged application can be launched by the first user by entering their own password and getting sudo rights. This just makes it easier for a single user to manage their system without asking them to login as root. Yes, Ubuntu also allows it only to the first user (who has root privileges).
