For private network you can always be your own CA (Cert Authority) and issue any number of certs for systems as well as users. Are you buying the dig. cert. for yourself (individual - for filing tax returns company reports etc.) or a public facing system like a web site? For the latter you can get digital cert from <http://cert.startcom.org> - caveat they may not be "known" to the browsers or other apps and you may have to add them manually when the client cites an exception. To the best of my knowledge, the Indian tax authorities accept personal Dig. Certs. only from selected CAs. These CAs are all based on MS platform and it is no surprise that you need Windows on the client site as well. I had to use Windows to download my pesonal digital cert from MTNL.
