My question is people are misusing the proxy server. Let's say I
have a proxy server ip address as 192.168.1.10 which run 3128 port. But
people are using open proxy server with different port.

Your question is not very clear. If you do not want folks to use any
open proxy, you can do
* Setup a transparent proxy to allow all traffic through your proxy server.
* Block all outgoing traffic other from your own servers.
