Hmmm. You talk as though some system programs are your subordinates. ;)

You can put checks and balances but it requires effort.

To begin with GPRS is slow even with EDGE.

Wireless is always messy particularly non fixed wireless. If mobile
then even more troublesome.

Now you have to first identify which program is eating the bandwidth.
First use a tool like
pktstat, bwm-ng or trafshow and identify.

Then you can smooth traffic using trickle.
