SELinux provides extra capabilities and security enhancements for Linux
systems. Most desktops and even servers do not need the extra overhead
and maintenance of SELinux. Applications will not work correctly unless
the SELinux policy is set correctly for every application.

SELinux docs, and instructions on disabling it are here:

http://docs.fedoraproject.org/en-US/Fedora/13/html/Security-Enhanced_Linux/sect-Security-Enhanced_Linux-Enabling_and_Disabling_SELinux-Disabling_SELinux.html

Suggest you try disabling SELinux and check if you are still having issues.
