ffmpeg in Ubuntu doesn't have inbuilt support for amr. I guess, the
same applies for debian. In the past I have compiled ffmpeg from
sources, it's not too difficult. Else, for ubuntu, ffmpeg from
medibuntu repositories has worked for me. I am not sure how well it
will work out for Debian, do give it a try.
